Adjutant General of Virginia announces general officer responsibilities

Maj. Gen. Daniel E. Long, Jr., the Adjutant General of Virginia, announced Nov. 2 that Col. Janice Igou will be promoted to brigadier general and assume the duties as the Virginia National Guard Director of Interagency Operations effective Nov. 8. In addition to Igou’s assumption of duties as the Director of Interagency Operations, the Virginia Guard will begin using new titles for the leaders of the Virginia Army and Air National Guard effective the same day. Igou’s promotion to brigadier general will be effective Nov. 8.

Instead of the current titles of Assistant Adjutant for Army and Assistant Adjutant General for Air, the new titles will be Land Component Commander and Air Component Commander. These titles bring Virginia in line with titles used across the National Guard as part of the ongoing transformation of the Joint Force Headquarters. Long outlined the duties and responsibilities for the Virginia Guard’s four brigadier generals as follows:

Brig. Gen. Wayne A. Wright - Deputy Adjutant General of Virginia
The Deputy Adjutant General of Virginia reports directly to the Adjutant General of Virginia and provides advice, counsel and recommendations on all matters for the total force to ensure efficient, effective and professional operations with a primary focus on the internal operations of the Virginia National Guard and across the staff to ensure the organization is a trained, ready, rapid response total force. The Deputy Adjutant General ensures close coordination between the Joint Staff, Army Guard Staff and Air Guard Staff and will have particular focus on the Family Support programs, officer, warrant officer and noncommissioned officer support programs, community service programs, safety and force protection.

Brig. Gen. William R. Phillips, II - Virginia National Guard Land Component Commander
The Virginia National Guard Land Component Commander reports directly to the Adjutant General of Virginia and is responsible for all aspects of training and readiness of Virginia Army National Guard to ensure a trained, ready, rapid response Land Component to meet expectations of federal and state leaders. The Land Component Commander supports planning and execution of emergency operations, implements and supports Army Guard portion of emergency response, ensures proper structure of procedures to set conditions for success during emergency operations.

Brig. Gen. Zane R. Johnson - Virginia National Guard Air Component Commander
The Virginia National Guard Air Component Commander reports directly to the Adjutant General of Virginia and is responsible for all aspects of training and readiness of Virginia Air National Guard to ensure a trained, ready, rapid response Air Component to meet expectations of federal and state leaders. The Air Component Commander supports planning and execution of emergency operations, implements and supports Air Guard portion of emergency response, ensures proper structure of procedures to set conditions for success during emergency operations.

Brig. Gen. Janice Igou - Director of Interagency Operations
The Virginia National Guard Director of Interagency Operations reports directly to the Adjutant General of Virginia and is the lead general officer for outreach to state and local leaders, organizations, communities, officials at National Guard Bureau, Secretary of Public Safety and Office of Commonwealth Preparedness in order to develops procedures, build programs, lead partnering and outreach programs to keep partners and key leaders informed and to ensure positive relationships. The Director of Interagency Operations supports planning and developing contingency plans and provides general officer emphasis for programs, policies, and procedures with regards to Defense Support to Civil Authority, both natural and manmade, and will be prepared to act as Joint Task Force commander when appropriate.
