Virginia Adjutant General announces senior officer moves
Maj. Gen. Robert. B. Newman, Jr., the Adjutant General of Virginia, announced April 9 a series of reassignments of senior officer leaders in the Virginia National Guard. Col. Robert H. Simpson will retire from the Virginia National Guard June 1, and Col. Daryl W. Francis will be reassigned to the position of Chief of the Joint Staff. Col. Kimberly A. Gugliotta will succeed Francis as the Chief of Staff, Virginia Army National Guard and Col. Robert E. McMillin, II, will succeed Gugliotta as the Director of Operations, Plans and Training. All reassignments are effective April 14.
"These officers bring experience and professionalism to their new positions that will continue the extraordinary successes the Virginia National Guard has achieved," Newman said. “They have already started transitioning into their new positions, and I am confident that these moves will be seamless and continue to advance the positive progression the Virginia National Guard is currently enjoying.”
Francis has served in the Virginia National Guard for 27 years. He is a graduate of the Virginia Officer Candidate School and earned his commission as a field artillery officer July 22, 1983. He served in a variety of field artillery assignments including battery command, battalion operations officer, and division artillery operations officer. His most recent assignments include commander of the Virginia Army National Guard Recruiting and Retention Command, State Military Personnel Officer and most recently as Chief of Staff of the Virginia Army National Guard.
Gugliotta has served in the active Army and Virginia National Guard for 22 years. She earned her commission through ROTC at Westminster College, Fulton, Missouri and was commissioned May 18, 1986 in Field Artillery. She served on active duty until December 1991 and joined the Virginia National Guard in January 1992. She commanded 4th Battalion, 183rd Regional Training Institute, and has also served as Deputy Chief of Staff for Personnel, Director of Personnel, Director of Operations and Intelligence and most recently as Director of Operations, Plans and Training.
Gugliotta is the first female officer to serve as the Chief of Staff of the Virginia Army National Guard. She was the first female officer to command 4th Battalion and serve as the Director of Operations, Plans and Training.
McMillin has served in the Virginia National Guard for 23 years. He earned his commission through ROTC at the University of Virginia. He was commissioned in 1984 as an infantry officer and branch transferred to aviation in 1986. After his branch transfer, he commanded an aviation maintenance company and commanded the 2nd Battalion, 224th Aviation during the unit’s mobilization to Iraq from February 2006 to February 2007. After he left battalion command, he commanded the Army Aviation Facility and most recently served as the Deputy Director of the Joint Staff of the Virginia National Guard.
